A hub is a small cluster of up to five circles in the same locale. Think of it as a neighborhood of circles: related groups in one area that can share momentum and people.
Hubs emerge; they're not handed down from the top. A circle can exist on its own first; when a few circles take root in the same place, they can crystallize into a hub. So you'll always find circles first, and hubs as they grow.
